Make it a bit more 'real' - if there's one country sitting next to another, there are going to be animals, if not people, crossing that border, even when they're on lock-down. A mosquito doesn't know whether its in the US or Mexico.
Also, its impossible to eradicate all animals of a given species in a short amount of time. Even if they spray pesticides, not every mosquito will die. Even if they start culling rats and mice by the thousands, there will still be some that survive --- and carry your infection right along with them.
Just more realistic. :-D That's all.
